What is the Qualifications Framework?
The Qualifications Framework is a qualifications level system established by the Hong Kong Special Administrative Region Government to promote lifelong learning and enhance the skills and competitiveness of Hong Kong's workforce. The Qualifications Framework is a seven-level qualifications hierarchy covering qualifications in the academic, vocational and professional and continuing education and training sectors. There is a sound quality assurance mechanism under the Qualifications Framework, which mainly confirms the level of further education courses and ensures their quality through the accreditation work of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications.
What is the relationship between the Qualifications Framework and the Continuing Education Fund?
Starting from April 1, 2023, all Continuing Education Fund courses must be approved by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and successfully registered under the Qualifications Register. In other words, courses that are not included in the Qualifications Register will be registered on April 1 You will no longer be eligible to apply for reimbursement from the Continuing Education Fund. If students intend to apply for the Continuing Education Fund, they must choose courses that are included in both the Qualifications List and the list of courses eligible for reimbursement from the Continuing Education Fund. When choosing courses, students can also consider the school's history, location, course content, goals and results, course length, tuition fees, graduation requirements, number of students and upper limit of the course, and whether the institution has a need. Compare various aspects such as the "prerequisites" or "necessary conditions" to be fulfilled and the support provided by the institution to choose the course that best meets your goals and requirements.
Why choose an institution whose courses are accredited by the Qualifications Framework?
Courses recognized by the Qualifications Framework, including their institutions, must pass the strict approval of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. The approval process includes reviewing the institution’s administrative structure, administrative procedures, course structure content, teachers, student support, institutions financial status and stability, etc.
